The age difference of 4 years is very large at this time in life. A 20 year old is an adult while the 16 year old is just learning about life.

Different answerer here: Disregard this idiot above. Your question was whether a 16 year old could DATE a 20 year old, and yes, that is perfectly fine. As long as no sex is involved until the 16 year old turns 18, there is nothing wrong with dating them. Consensual dating is harmless. Sex is another matter entirely.
