Short answer: Nope Long answer: Cell phone companies love their contracts, it is what allows them to give awayphones (or sell them cheap) because it guarantees a return on investment (ROI). A contract entered into with a minor cannot be upheld in any state in the US, so cell phone companies aren't going to want to deal with it.

Yes - but ONLY if it's a 'pay as you go' phone. She would be legally too young to enter into a contract for a 'pay monthly' phone.
