You can fly as soon as you can reach the steering and everything. I'm not totally sure when you can fly solo, possibly whenever you are thoroughly trained. You can get a license at eighteen, though.
It is definitely too young to live alone however, it is possible. Some minors are more mature than others. Keeping that in mind we basically can assume you may live there alone if you keep out of trouble at school, etc.

12 is the normal legal age for being left alone, it is okay for a 13 year old to be alone overnight. Never mind the legalities, do you feel happy leaving him/her alone? I have 3 children (all now well over 13) and I would have left one of them, but not the other, they would have burned the house down.
