You can fly as soon as you can reach the steering and everything. I'm not totally sure when you can fly solo, possibly whenever you are thoroughly trained. You can get a license at eighteen, though.

in California you need to go to court and ask the judge if you could live alone if he/she says yes then its okay but if the judge says no you might have to be stuck with your parents til 18 and also you might have to get a job or otherwise whos going to pay the bills so think about it and talk with your folks about it
