I have been told by a Breast cancer nurse that this is completely normal and due to an increased amount of estrogen. This can be exacerbated by being over weight.
Swelling and tenderness of the breasts around ovulation time can be normal.

Breast pain or tenderness is caused by estrogen fluctuation throughout your cycle.
Normally they feel tender at times of menstruation and if I'm remembering correctly they are also slightly tender at times of ovulation as well because of the hormone changes.
Buy a larger bra and your breasts will stop hurting
This is different for everyone but in my experience, my breasts started hurting right away. I didn't realize it was because I was pregnant until I went to the doctor and they told me I was. They started out hurting a lot when I didn't have a bra on and since then have gotten a lot bigger, harder and still sore with no bra on.
Yes, it is normal to see vatiation in your breast size throughout your entire menstrual cycles but especially around ovulation and menstruation. The breasts are not growing or shrinking, the ducts in the breasts are swelling due to the effect of hormones on the breasts.
