It's really, dominately up to you. Parents can set ages limits but its really unlikely that the child will follow those rules. Once you think that you really like someone, the next logical step is to be their boyfriend or girlfriend. The right age is when you feel that you are ready to handle a relationship. -Make sure that you're not just going forward with having a girlfriend or boyfriend despite your parents rules.
-Make sure that you really like this person, or that you can talk to them well, because communication is key in any relationship.
-Make sure that you'd be ready to handle anything that they might throw at you, such as moving the relatinship to the next level. If you're not ready for anything like that be sure that you can talk to them about it.
-Also make sure that if you're still in school that you can keep your grades up, because you will have to donate a lot of time towards your boyfriend or girlfriend, and sometimes that can cost you time where you might really need it the most.
Basically, it's up to you and when you think that you are ready. You may think that you're mature enough, but make sure that you know for sure, because heartbreak is something that you really don't want to go through if things don't turn out right in the end. Just be comfortable, and be yourself and you should find the right person that will make it a bit easier for you and your relationship if you choose to have one.
