Yes, in fact (surprisingly) stories as early as the 1850's by Eileen Prospect recounts the adventures of the Danalusians (an obvious reference to the daughters of Danaus of Classical mythology): a group of strictly female elves that reproduced solely by parthenogenesis. Maybe in that world, but not in Tolkein's world. He said so himself when asked the same question.
