While working on big pieces, if an artist likes to finish off sections at a time, the artist can apply vasoline to the finished area so as to reduce the staining effect. It is more than safe to have vasoline put on your tattoo during the process, however check that the vasoline is clean and that the artist has taken it out with a new wooden tongue depresser...this is done to avoid contamination.
It depends on whether the materials used are safe and non-toxic. I recommend an American manufacturer, who will be held to stricter standards than a Chinese importer. Make sure your temporary tattoos are made in America with FDA approved materials.

Although seemingly safe because it does not pierce the skin, henna tattoos using black henna, a paste that contains parahenylenediamine, can actually be dangerous when absorbed into the skin of some people.
Assuming you're talking about a stick on/transfer temporary tattoo, and not henna or other ink, spray on tans will likely cover up your temporary tattoos slightly. Depending on the oil and chemical content, they may also degrade the glue that holds the tattoo design on. To be safe, if you want your temporary tattoo to last, cover it with a bandage when getting spray tan solution applied. Then rub the spray tan around then edges of the tattoo with your fingers.
Just above your lowerlashes is your waterline. Apply the eyeliner carefully. Make sure that it is waterline safe and that you don't poke your eye with it. You can also apply it to your upper lashline. Eyeliner adds definition to your eyes.
