For this reason, they would be VERY reluctant to ban cigarettes (and, therefore, give up such a HUGE cash cow). 3. Over a billion people in the world smoke cigarettes. And tens of millions of people smoke cigarettes here in the US. Most are addicted. This creates a relatively large demand for cigarettes. 4. Because of the relatively large demand for cigarettes, making them illegal would simply create a HUGE black market that would be an enforcement nightmare, make criminals out of everyone who smokes, and (much like alcohol prohibition) probably do little to nothing to reduce smoking.
