Actually, "1938" is military time; the civilian version would be 7:38 p.m.
The model P38, there is no other model
As of now, there are 38 US Military facilities in Okinawa. This includes bases, training grounds, camps, storage areas, and any other items not immediately connected to one another.
Richard Ira "Dick" Bong (September 24, 1920 – August 6, 1945) is the United States' highest-scoring air ace, having shot down at least 40 Japanese aircraft. He flew a Lockheed P-38. That was in World War 2 ---not WW1.
Isoroku Yamamoto was shot down (assassinated) while en-route to the Pacific island of Bougainville having been intercepted by P-38 planes . Look to "Operation Vengeance" for more information .
Don't know value but per proofhouse.com a model with that serial number was made in 1901.

38-- It was 1901
38 because he was born in 1901 in Ohio.
The pistol fired the .38 Long Colt cartridge, not to be confused with the .38 Smith & Wesson Special (.38 Special), .38 Super, .38 Short Colt, or any other cartridge marked as .38 or .380. That is the only ammunition type which can be fired through this pistol. Current production .38 Long Colt ammo may be run through this pistol. However, I would advise you to have a competent gunsmith inspect the pistol to ensure it is in a condition where it is safe to fire first.
I bought one at auction for $150
