∙ 12y agoThe liquid they put on your arm is rubbing, or isopropyl alcohol. They do this to sterilize your skin so that when they inject you the needle doesn't push any dirt or bacteria that may have been hanging out on the surface into your arm. The reason it feels cold is because isopropyl alcohol evaporates extremely fast because of its high vapor pressure and evaporation is a process that requires energy which causes a cooling sensation on your skin. Its the same reason sweat or water cool you off.
