Insoluble substances are usually neutral because of water being able to stabilize their charged molecules. However, there are some insoluble substances that are not neutral because they still retain their charged molecules.

Substances are soluble when the forces of attraction between the solute and solvent molecules are stronger than the forces holding the solute particles together. This allows the solute particles to separate and mix with the solvent, forming a homogenous mixture. Factors such as polarity, temperature, and pressure can affect solubility.

Substances are soluable if disolving the material will result in 1a decrease in free energy. Kinetics will determine how fact something disolves.

For most things they are soluable because when in solution the are in a lower energy configuration than when they are a solid.
