This is because there is a gene on the DNA which is missing, so that particular enzyme protein molecule is not synthesized properly and affects the function of the entire enzyme chain responsible for proper blood clotting.

Proteins are made of chains of amino acids strung together, so if even one of them is incorrect, the structure of the protein is changed, along with its chemical function in the cell.
