You must to be 18 or over in most places. There are a few places that require 21 and or a permit to buy black powder. If you have a question about your specific area you can contact a distributor in your area via this website www.goexpowder.com/distributors.html

In the United States, you can buy black powder from licensed gun shops, sporting goods stores, or online retailers. It is important to follow all laws and regulations regarding the purchase and storage of black powder.

Any gun shop should have it or have the black powder substitute called pyrodex, or you order it on line. make sure you get the correct powder it's different for pistols and rifles, pistol powder is smaller grained and rifle is larger grained. putting fine powder in a rifle could cause an over pressure blowing up your gun. and pyrodex burns cleaner than real black powder

Any sizeable gun store or hunting store would be likely to have a few black powder shotguns, though they do not tend to be "modern" muzzleloaders, but replica antiques. Cabelas also carries some. Though local laws may vary, in the US, you can receive shipment of a blackpowder shotgun without a background check or FFL licensure, so ordering online may be your best bet.
