I'm far from an expert but it sounds like you have a small leak or had one and the A/c just needs a recharge.
A north wind blows from the north in a southerly direction.
1.The wind blows hard to create a sound so when the wind blows the wires start shaking and making another sound so together they make a loud sound. 2. When the wind blows through the telephone wires the wind blows the wires forcing them to vibrate. so technically because the wind makes the telephone wires vibrate. your welcome.

it could be the heater core and ac housing unit that allows hot air to be mixed with the cold air or it could just cancel out the cold due to the motion of the car
If it blows while driving, I would replace the fuel pump. If it blows when trying to start, I would replace the starter.
Check and make sure that the inside control are working first and then check the system for a vacuum leak....

Whats the problem? Blows cold air with the heat settings on?
A fuse blows when there is a short circuit or an overload in the circuit.
