PC 836 deals only with law enforcement. where as 837 is only a citizen's arrest. the arrested person must then be turned over to the police.

Penal Code 836 in California authorizes a peace officer to make an arrest without a warrant when they have probable cause to believe that a felony has been committed and the person to be arrested has committed it. Penal Code 837 allows for a private person to make a citizen's arrest in California for a public offense committed or attempted in their presence.

Can a person in Ohio violate California Penal Code?

Not likely unless you cross th California state line and commit a crime in the state....there are some exceptions like if you are in Ohio and violate California penal codes by mailing items to a person in California that the State has deemed illegal to use/posess...Also depends on what part of the California penal code you are referring....It is rather long and contains numerous sections.....
