∙ 10y agoAt the Tropic of Capricorn (approximately 23.5 degrees south latitude), Polaris, the North Star, is not visible and is located below the horizon. Polaris can only be seen in the Northern Hemisphere and its altitude above the horizon increases the further north you go.

California is not in the Tropic of Cancer or the Tropic of Capricorn. It is located in the Northern Hemisphere at a higher latitude.
It sounds to me like you're near the tropic of cancer, in which case it wouldn't really matter where the moon was rising. The moon generally always rises in an easterly direction, except when you're traveling east near orbital velocity.
