Over time or by poor workmanship bulbs might come separated from the metal base from hot/cold extremes, vibration or a bang. It can also come loose or break if the base of the bulb becomes stuck in the holder by corrosion.

If this occurs it usually trips the breaker but you should check to see that the breaker is in the off position or unplug the lamp before attempting to remove the broken part. Once the power is safely disconnected use a pair of pliers to gently remove the base. You could also use a piece of potato or apple to stick in to twist the piece out.
