It would be difficult to create such a list since how bad a tornado is is a sibjective measure, though perhaps the best measure is death toll. Even then, most of the world's deadliest tornadoes ocurred either in Bangladesh or before 1950. In either case, that makes reliable data hard to come by. Wikipedia, however, seems to have the best potential list of the deadliest tornadoes.

  1. The Daulatpur/Saturia Tornado of April 26, 1989: 1300+ dead
  2. The Tri-State tornado of March 18, 1925: 695+ dead
  3. The Manikganj/Singair/Nawabganj tornado of April 17, 1973: 681+ dead
  4. The East Pakistan (Bangladesh) tornado of April 14, 1969: 660+ dead
  5. The Valetta, Sicily tornado of Sepember 23, 1551 (or 1556): 600+ dead
  6. The Magura/Naril tornado of April 11, 1964: 500+ dead
  7. The southern Sicily tornado* of December 1851: 500+ dead
  8. The Madaripur/Shibchar tornado of April 1, 1977: 500+ dead
  9. The Ivanovo, Russiatornado of June 9, 1984: 400+ dead
  10. The Great Natchez, Mississippi tornado of May 7, 1840: 317+ dead

*may have been two separate tornadoes

Washington and Oregon do not actually have the most tornadoes. They have relatively fewer tornadoes compared to other states in the central United States, such as Texas, Kansas, and Oklahoma, which are known as "Tornado Alley" due to their high frequency of tornadoes. Washington and Oregon's proximity to the Pacific Ocean and their cooler, maritime climate make tornadoes less common in these states.
