A constitutional government follows a constitution, which is an outline/framework of the government. That means that the country cannot disobey the constitution, however, they can modify/change it in a process that the constitution allows. For example, in the US, if the constitution wants to be changed by adding an amendment, 3/4 of the states need to vote in favor. A dictatorial government is one that is completely run by a dictator. They get to do whatever they want and do not follow anything but their own choices. Such an example would be Nazi Germany, run by Hitler.
Constitutional government is based on a set of rules outlined in a constitution that limits the powers of the government and protects individual rights, while a dictatorial government is ruled by a single individual or small group with unchecked power and limited regard for individual rights. Constitutional governments typically have checks and balances to prevent abuse of power, whereas dictatorial governments often rely on suppression of opposition to maintain control.
