A constitutional government follows a constitution, which is an outline/framework of the government. That means that the country cannot disobey the constitution, however, they can modify/change it in a process that the constitution allows. For example, in the US, if the constitution wants to be changed by adding an amendment, 3/4 of the states need to vote in favor. A dictatorial government is one that is completely run by a dictator. They get to do whatever they want and do not follow anything but their own choices. Such an example would be Nazi Germany, run by Hitler.
