If blue spots appear on the dog's tongue i recommend to directly contact your vet.
Chow-chows, and mixes of this and a few other breeds have these naturally. If they have always had them , I wouldn't be too concerned, just mention it at your next Vet visit. If the spots are growing noticeably, or are a recent development, by all means , go to the Vet ASAP.

Blue tongued skinks are a type of lizard that have very blue tongues. Giraffes have blue/purple/black tongues.
Bluetongue disease is a non-contagious and insect-borne disease of ruminants, mainly sheep and less frequently cattle, goats, buffalo, and deer.It is caused by the Bluetongue virus (BTV).Major signs are high fever, excessive salivation, swelling of the face and tongue and cyanosis of the tongue. Swelling of the lips and tongue gives the tongue its typical blue appearance, though this sign is confined to a minority of the animals. Nasal symptoms may be prominent, with nasal discharge and stertorous respiration.
Blue tongue is prevented through quarantine, inoculation with live modified virus vaccine and control of the midge vector, including inspection of aircraft.
