They can be both depending on where they are growing and how they are treated. They are normally endemic to sub-tropical and tropical regions where they are grown as perennial plants.

However, if they were grown in a cold climate with frost/ snow they could only be treated as annuals unless they were protected.

An Amaryllis, the flower we commonly see in November and December, will continue to come back every year over several years if it is cared for. It's a perennial, as are most of its family members (family Amaryllidaceae). Note that almost all of these popular flowers, though they are of the family Amaryllidaceae, are actually of the genus Hippeastrum (which numbers some 80 species). The (only) flower of the family Amaryllidaceae that is of the genus Amaryllis is Amaryllis belladonna, which is similar to Hippeastrum. Links are provided for the curious.
