Completely depends on the environment. If you're in an area of high humidity, and especially where the air has a high salt content because of close proximity to a large saltwater body, it'll happen much quicker than if you were in the desert. Other factors will include, of course, the type of metal used. If the panel which is scratched is made of aluminum, rust isn't an issue. Steel is much more prone to rusting.
