Of course you can, that is how we know they exist.

However you will need a telescope designed to look in the x-ray range of the electromagnetic spectrum, since neutron stars do not emit much of their energy in the visible range.

Neutron stars are typically not visible to the naked eye because they emit mostly X-rays and gamma rays, which are not visible to human eyes. However, they can be detected using specialized telescopes and instruments that are capable of detecting these higher energy wavelengths.

What is a rapidly spinning neutron star called?

A young neutron star. Really - that is what a neutron star is. If the neutron star's magnetic field is pointed towards Earth, then it is referred to as a pulsar - because of it's rapid pulsations [See related question] but it is still a neutron star.

Can a neutron star be a pulsar?

Yes, see related question

How does a neutron star differ from a main sequence star?

A neutron star is a stellar remnant

Is a pulsar a neutron star?

Yes. A pulsar is a rapidly spinning neutron star.

what star is smaller neutron star or white dwarf star?
