Yes, BUT it depends on wheel/tire size. Most wheels that big will hit the corners of the bumper/fender, leading to custom bodywork/cutting. Personally I wouldn't go 24 inch wheels, because it's too hard on the stock suspension. Smaller rims with bigger tires are more comfortable and softer ride.

I would think that 16" rims would fit. There isn't that much difference between the '93 and '95 Regal. I had a '93 Gran Sport which came with 16" rims and my current '93 has 15" rims. They are interchangeable.
22 inch rims will fit on a 97 Buick Park Avenue , but they will rub. 20 inch rims would be a better option if you don't your rims to rub.
