Stop how many feet before railroad crossing?
Pedestrians ALWAYS have the right of way, I still look both ways though :) In Oregon pedestrians only have the right of way at crosswalks or intersections. If they cross in the middle of the block they must legally yield to vehicles before crossing.

If your vehicle is carrying chlorine, you should stop before crossing a railroad grade to ensure there are no leaks or issues with the cargo that could pose a safety hazard. It is important to take all necessary precautions when transporting hazardous materials like chlorine.
make sure all tracks are clear before crossing. make sure there is room for your vehicle on the other side before starting to cross. it is against the law to drive around or under a crossing gate, either down or being opened or closed. all of the above
A Cross-buck *Added - These signs, with the words RAIL ROAD CROSSING, are required at nearly all publc highway-railroad grade crossings in the US, and are generally mounted within 20 feet of the actual crossing. In Canada, a set that is white with red border is replacing the US type.
If in doubt, stop before the crossing, while not causing an obstruction, and use the telephone at the crossing (UK) to ensure you have time to cross the lines before the next train. Obviously, other countries may be different, so my answer is UK only.
If you are operating a hired passenger vehicle (taxi, limo, bus, any public transportation, etc.) you have to stop, look both ways, and listen before crossing. If you are in a private vehicle with friends, family, co-workers, etc. then you only have to stop if you can see a train.* Correction - Some US states require you to stop at the crossing and proceed only when safe to do so.The red lights and/or gates may also be there.Additional: The operators of certain busses, commercial trucks, and truck/trailer combinations, are also required to bring their vehicles to a stop, and look/listen before proceeding across railroad rights-of-way.
What you should do when you are coming up to a railroad crossing with no gates or lights is treat it like there are lights or gates. Stop or slow down and look both ways to make sure there is no train coming. I also suggest if you have your radio up loud then turn it down when you get close to the crossing so you can hear if a train is coming. The train has to sound its horn no more than a 1/4 of mile from the crossing or at least 15 seconds but no more than 20 seconds from the crossing. Treat the crossing like a stop light. When approaching a railroad grade crossing where the gates are down or the lights flashing you should stop before the stop line. If there is no stop line then at least 15 or more feet from the nearest rail.
