This is a difficult question to answer because the popularity of radio stations is surveyed based on "markets"-- also called cities (and their surrounding areas). So, the Phoenix market has its own ratings, as does the Tucson market, and other large and medium sized cities in the state. There is no one station that is the most popular station for the entire state. That said, Phoenix is the largest market in Arizona, and in early 2012, KOOL-FM was number one in the Arbitron ratings (classic hits). And in the second largest market, Tucson, the number one station was KIIM-FM (country). It should also be noted that certain stations, while they may not be number one in the over all ratings for their market, score very well with certain age groups. Thus, a city may have a very popular station that is all-sports, or all-talk or plays music for a particular ethnic minority group. In Phoenix, for example, KFYI is an AM station which broadcasts news and conservative talk; like many stations with this format, it has a very loyal audience and is very popular with older listeners. And similarly, KHOT-FM is a station that broadcasts Spanish-language music and news especially for Mexican-Americans; it too has a loyal audience of people who tune in specifically for the kind of programming it provides.
