follow your owners manual ,..look a the maintenace section and follow the schematics provided of you fuse panel also known a the smart junction box the fuse's wil numbered and noted on the side of the page this will state the location of the fuse you are looking for ,..good luck
if the fuse is good, make sure the connections to the starter are nice and tight and corrosion free
the fuse box is under dash by steering colum the fuse is marked radio in small print buy a 12 volt fuse tester they cost between $1.00 and up to about $5.00 test the fuses I just pull out the fuses and look at them if there is a split between the metal connections then its bad when you have the fuse in hand you can tell. or like i said buy a fuse tester and test it in car with key on
