Check the fuse for the instrument lights, it may be blown. Another possibility is that you have inadvertently turned the instrument lights off. You can Rotate the headlight switch to adjust the instrument light brightness or to turn them off altogether.
I can confirm that the 1993 Caprice Classic also uses Fuse 1 for this, which is painful because now that the power antennas are failing in the - let me keep trying to lower the antenna for the next week while I'm parked in the garage - mode, and you can't get through the wheelwell to get at the motor or under the dash to locate a wire, you need to disable the interior lighting and the power locks. By the way, the fuse box is on the left side of the dash and can only be seen with the drivers door open. The fuse number for your power antenna will depend on what year your Caprice is. For example , on a 1991 Caprice fuse number 1 is used for the power antenna relay as well as other items such as the dome light, underhood light, power door locks, power mirrors etc.
follow your owners manual ,..look a the maintenace section and follow the schematics provided of you fuse panel also known a the smart junction box the fuse's wil numbered and noted on the side of the page this will state the location of the fuse you are looking for ,..good luck
if the fuse is good, make sure the connections to the starter are nice and tight and corrosion free
the fuse box is under dash by steering colum the fuse is marked radio in small print buy a 12 volt fuse tester they cost between $1.00 and up to about $5.00 test the fuses I just pull out the fuses and look at them if there is a split between the metal connections then its bad when you have the fuse in hand you can tell. or like i said buy a fuse tester and test it in car with key on
