Typically spontaneous improvisation starts with someone making up something random to act out. Each additional person in the group plays along and adds to it as they go. Television programs such as Saturday Night Live, mostly perform spontaneous improvisation skits. In drama classes an instructor might come up with a topic for a group of students to act out or they might get suggestions from the rest of the class.

In those venues when a live musician group can be afforded, then yes, it might be played by live musicians. If presented in a venue where money is an issue, then they might use pre-recorded soundtracks.
A consumer protection group would lobby congress for such a law. Medical workers and insurance companies would be others with an interest in that regulation.

It could be the presence of water on pulleys causing the belts to slip. If it is persistent then this is a sign of worn-out or misaligned belts.

I think that both Congress and the president should have power in conducting foreign affairs. Some powers are not listed in the Constitution but both the president and Congress should have some exclusive foreign policy powers.

There is a generalized fear of clothing called vestiophobia, which the fear of belts might be a specified aspect of said phobia. Though, that's only valid if you mean the article of clothing.
