I think the song defines a man who lost a girl whom she loves so much but she's already gone. It's quite an insane move though...No Ordinary Love makes a person go insane... So much hurt that even though he has no chance of getting her back, he is willing to pay anyone who could help him find this girl. And that is... Inspector Mills. Inspector Mills is just a personification... Non-existing, yet the tasks of an inspector may resolve the needed attempts of the man to find the girl.

If it isn't about a woman going missing and a man hiring an inspector to find her. Then I think its about a man who's girlfriend left because he wasn't good to her. The longer she's gone the deeper he falls in loves with her regretting his actions. I think inspector mills isn't real but is him begging the universe to bring her back so he can fix things
