I believe it was a Biblical city that started out called Babel, the Tower of Babel (pretty sure that's where the term babbling comes from.) Later called Babylon. When all the languages were changed (because the people were building a tower to get to God and I guess it pissed him off) he "confounded" them by making everyone speak a different language. They could no longer communicate with each other, etc. etc. So even though songs mean something different to everyone, I think this one is basically about a guy completely "confounded" by the mistakes he made to someone he loves and wants to make it right if they can get past the "Babel. I guess.
