The difference I have found historically is electro was created years before techno. Electro is one if not the 'first' danceable form of electronic music. Techno is said to have originated from Detroit's music pioneer Juan Atkins. He used the term to describe his style of music. He found the term from the book The Third Wave by Alvin Toffler.
