This is technically not an answer to your question, but I want to clarify something. Bigger does not always mean better. As far as judged competitions, etc., the larger band will probably rank higher for only one reason, with a bigger band, mistakes are much less noticeable. But it also means that they are at a disadvantage. With more people, it is also much more difficult to work as one force, which is the very thing that makes a good marching band a good marching band.
