The balance knob on a bass is used to change the balance between which pick-up you are using.

If you turn it right down then you will use only the back pick up and will have a more jazz-type sound, whereas if you turn it up fully you will get more of a rock sound. Anywhere in between and the sound will be picked up from both pick-ups, more from one than the other, or both equally if you have the knob halfway. Try adjusting it to until you get the type of sound you yourself want.
