There are several possible meanings; the one I adhere to is that it is about a girl whose workaholic (and possibly verbally/physically abusive) father neglects her (All your life all you've asked is when your daddy's going to talk to you) and looks towards bad role models on the street instead of her father (On the street where you live girls talk about their social lives/Made of lipstick, plastic and paint) and eventually runs away, and unfourtanitely becomes a prostitute (Now she works the night away) and dies. (There's only pictures hung in the shadows left there to look at you). It is also possible that she did not die (though I believe she did) and instead, the preceeding lyric refers to just her abscence, not death.
