i don't know the true meaning behind this song but my interpretation is, he wrote it in memory of Randy Rhoads after his tragic death in '82. Also it could be taken as Ozzy going on tour and being gone for a long period of time and away from his family. I'll see you on the other side could be taken as saying... I'll see you when i get home (or return). Personally i like to believe it is for Randy, him and Ozzy were great friends, and even though it's been nearly 30 years since his death, Ozzy tears up when he is asked about his time with Randy
