Absolutely not. Hardstyle may have some of the same qualities as techno, such as a repetitive 4 beat pattern and clap/snare sequences, but Hardstyle deals with not just a bass kick. The kick and bass of a Hardstyle track consist of 3 parts:
(1) A "tok" sound, also known as "the punch"
(2) A distorted "crunch" sound, which gives it a melodic sound
(3) Kick / Bass notes which are extended to fit the length of the "crunch"
Also, the synths tend to be a lot more distorted and have heavy amounts of reverberation which adds a soft tunnel feeling to the synths so that they are more appealing to listen to and muffle the hard sound that may damage an eardrum.

Hardstyle consists of more of Trance and Hardcore combined in the mix, the 4 to 4 beat pattern is not Techno but more related to House, it has a little of everything but mainly Trance and Hardcore, Hardstyle came within a time where people were experimenting with Hardcore beats, so during those times the Europeans wanted to add some Trance to it, and this is when Hardstyle was born.
