Easy... a Artsit has to put on at least 100 shows a year AND sing at least once in the Grand Ole Opry and George never has.
George Strait did appear on the Opry early in his career. When asked about becoming a member of the Opry, George said that he had never been asked. I really don't know if George would want to be in TN if it meant being away from his beloved Texas and family very long. I'm not sure about rules and regs on Opry member's quantity of performances. When was the last time member, Garth Brooks performed there?
He has historically declined to devote the large amount of time the Opry requires of it's members due to living in Texas. Also, he fills much larger venues than Opryland or the Ryman and really wouldn't gain much other than the token addition to his already unmatched resume. The Opry requires an insane amount of time from it's members and George seems to devote more than half of every year to anything but music.

I heard George Strait himself say in an interview that he would have been proud to be a member of the Grand Ole Opry if they had asked him, they never asked him. Now he really doesn't need them.
The Opry has several members, such as Garth Brooks & Dolly Parton, who do not meet the criteria to be a member, but George Strait was denied the chance to join. They did not even invite Mel Tillis until 2007, go figure. I think some members must be jealous. To wait until the highlight of Mel's career is over if a shame.
