when you open the hood of your 1991 Jeep cherokee, look at the right side fender( drivers side) you will see a black box mounted to the fender well behing and next to the air box,. that is the Electronic Control Module ( ECM). I hope this helps.

If the compressor is locing up I belive you have two choices (1) look on the belt routing digram under the hood I belive it shows belt routing without ac unit, I think you can buy a belt for a non ac jeep & just route the belt to bypass the ac unit-you will have to try it! (2) in the power box you could remove the ac relay to stop cycling of the compressor. as long as the clutch free wheels this will work, I have done this myself without short term issue.
First of all what is the problem you are having? The main thing the ECM on this vehicle is controling is the fuel richness. In other words if the ECM is not working then the jeep is either not running or not running well ie.. too rich (black smoke) or to lean. The stock carb is garbage and should be replaced with something like a motorcraft 2100 ( better than weber) and do nutter bypass. with # 49 jet should pass inspection. Nutter bypass will bypass ECM and run much better.

If you want your vehicle to operate properly, you don't. If you bypass or disable the ECM, the motor isn't simply going to revert to functioning like a mechanical motor - many components of an electrical motor are dependent on the ECM in order to properly function. If you want to bypass the speed governor, you need that to be reprogrammed.
