I don't know that there is a set penalty for being 20 mph over. I've had it happen to me twice in California and both times I was able to do traffic school as if it were any normal ticket. If, on the other hand, you are all over the road and cutting in and out of traffic, you may be more likely to get a stiffer penalty. Also, if you are 20 over in a school zone, you may be in bigger trouble.
