It really depends on how musical you are, do you know a previous orchestra instrument (Trumpet, Saxophone or Clarinet for example, not like guitar or drums)? Because knowing rhythm and pitch help a lot, so does being able to read music and knowing treble and bass clef. If you know all of this I would say about 2-3 years to become good, your background knowledge is all there it just needs to be applied.
If you know none of this I would say 4-5 years, I mean piano is a complex instrument and not knowing anything about music doesn't help. Instruments take time and effort to be able to pick up and play, I recommend taking piano lessons over teaching yourself. It will be a long process but the world needs more talent and piano is the greatest place to start.
Also, all of this depends on if you regularly play the instrument. No playing it every few months.
