Well, if she really doesn't want to shave down there, I suggest you give up on the idea for a year or two - some things you just have to compromise on. Whatever you do, don't push the issue or you're going to make her very resistant to the idea, and maybe make her think you're a perv. If she's just reluctant but might be persuaded, it could be all about how you ask. If you approach it as a neat idea, something a little fun and naughty that you can do together, she might go along with it. Tell her you want to shave her. Make sure you tell here where. If she goes along with it, draw her a bath, do some scented oils, and make it romantic. Be VERY careful! You're in a sensitive place. Use a new razor and take as much care as you would if you were shaving your own bits. In fact, you might offer her a trade: you'll shave her bits if she'll shave yours. It could be a whole trust experience. Keep in mind, some women get razor bumps from shaving their nether regions - it's itchy and uncomfortable and embarrassing, so if this is the reason she's not cool with the idea you can discuss ways to eliminate the bumps - but don't push the issue. Asking her to experience physical discomfort for you down there is kind of a weird place to go, relationship-wise.
Personally I would not wax my legs myself. I would have a perfesional do it even if it costs more. Soak your legs in warm water, apply beauty tape (get in a local store in beauty section) let the tape sit on your skin for 20-25 seconds. Quickly pull the tape off. This may hurt but you'll like the results.
