Kinda-sorta.

They ARE a bit wasteful, but in a regular household they aren't used very long, so even if the waste-per-usage is quite high, it doesn't really add up to much to care about.

HOWEVER, IF THE TOASTER OR TOASTER OVEN HAS ELECTRONIC COMPONENTS OR DISPLAYS, SUCH AS A CLOCK AND/OR TIMER, IT WILL USE A SMALL AMOUNT OF ELECTRICITY IF IT REMAINS PLUGGED IN. SOME EXPERTS RECOMMEND UNPLUGGING TOASTERS FOR SAFETY REASONS. A PLUGGED IN TOASTER CAN BE A FIRE HAZARD IF IT IS NOT CLEANED OUT, IF SOMETHING FALLS INTO IT, OR IF A CHILD OR PET MISHANDLES IT.
