Because it is much easier than having to curl your hair into ringlets. And the ringlets are because about 50 years ago the competitions would be on a Sunday and you would always look your best for church and would curl you hair and so the girls would go to the competitions with ringlets. In modern competition, having bouncy hair gives the illusion that you are bouncing and jumping higher in the air. Thankfully, wigs came along as a much easier way to achieve the curly look than the time-consuming curling of hair.
