They did not. The initial idea was to end the Let It Bemovie (then called Get Back) with their first concert performance since 1966, but nobody could agree on a location. It was finally decided spur-of-the-moment to give the performance on the roof of Apple Corps, for whoever could hear them along Savile Row and the surrounding neighborhood. Requesting a permit would have taken more time than the band wanted to put into finishing the project, and the request would likely have been turned down or delayed.
As it happened, people walking and driving on Savile Row stopped to listen, causing a traffic jam. This and noise complaints to the local police station from nearby business prompted the police to turn up. Beatles assistant Mal Evans was sent downstairs to stall them until The Beatles could finish their set. (He can be seen talking to them in the movie.)
Paul McCartney ad-libbed lines about what happened into their closing song, "Get Back" and said later that their arrest "would have made a great ending for the movie".

They played a few shows in America early in 1964, and did full tours in the summers of 1964, 1965 and 1966. Their final 1966 show at Candlestick Park in San Francisco was their last-ever concert appearance.
