From some research on the internet, no you cannot because that is not a moving violation. Nor can you be refused a driver's license renewal. But you will be unable to re-register your car until you pay the tickets. I don't know about Florida but some states add outrageous penalties on parking tickets, hoping to collect 100 times the original fine after a few years ghave passed. I don't know why they do it because most people can't pay something like $5,000 on a few parking tickets.
