No. The only rules incumbent on the keeper as regards uniform are identical to those the rest of the players must observe, except that the keeper's uniform must make it easy to distinguish him from his teammates, the other team, and the officials. Rolling up a long-sleeved keeper jersey's sleeves is not a violation of the Laws of the Game. Additionally, it is neither unsafe nor is it unsporting. A referee could not justify issuing a caution to a keeper for "rolling up his sleeves" in a match. The only reason that could possibly satisfy any repercussion would using this as a timewasting tactic.
