No, they aren't. Save up your money and buy something better. Maxam is one of a number of bottom-of-the-barrel cheap Guitars from China marketed to people who don't know anything about guitars. There are many other bad guitars out there like Maxam, including Esteban, Burswood, etc.
The best advice, if you're on a budget, is to get a brand name like Ibanez, Epiphone, and Yamaha. All these companies have entry-level guitars that are worth playing. More importantly you get a WARRANTY with those guitars, which means if something goes wrong, you can return it and either get it repaired or replaced.
My advice as a guitar player of over 30 years is this. Don't buy your first guitar off the internet. If you don't know what a good guitar is, and nobody you know is a guitar player, buying a guitar off the internet based on price is the best way in the world to get screwed. Buy a good guitar from a local music store and get them to set it up for you. Ask for a "set up." That way you get a guitar that should be ready to play from day one. And if something goes wrong, you have a name, a store, and a place to return it to.
If you buy a cheap guitar off the internet, if something goes wrong, or if the guitar is just a piece of junk, you have NOTHING. No money back, no return, no exchange, no nothing.
Final advice: You can't buy a good guitar for under $100. This is a cosmic and universal truth. You will NEVER find a good guitar for under $100. If anybody is trying to sell you a new guitar under $100, they are lying to you and they are a ripoff artist. THERE ARE NO GOOD GUITARS FOR LESS THAN $100.
SAVE YOUR MONEY. Don't go for instant gratification.
