Most neighborhoods will start pacing up and down their sidewalks because they don't want released inmates in their neighborhood. Generally the public will win out even if it takes months. This could be devastating finacially for the person running the Halfway house and to the released inmates. It would be a good idea to get governmental approval so you could perhaps get Grants to help run the Halfway House. It can be done, but there is a lot of red tape. Good luck
