One of the most common faults is when a double filament lamp has been replaced (should be physically impossible but isn't) with a single filament lamp. If not you have a bare or trapped 12 volt wire somewhere.

If there is a towbar check the plug for moisture/damage and the cable along its whole length for damage/chafing.

If the fault isn't there, there are a few questions to help you find it. (1) Does the fuse blow straight away (the 12 volt wire is definitely shorted to the body) or (2) only when you press the brake pedal (there is a short which is only manifest when the circuit is complete)? (3) Have there been recent repairs to either rear quarter or any welding anywhere ?

The following tests will only work on vehicles that have a basic electrical wiring i.e. Fuse, Lamps, switch in series; where one side of the switch is connected to earth. And with similar brake light circuits taht use a relay in addition to the switch. NB if a relay is in use the ignition will need to be on to do the second set of checks.

You will need either a continuity meter or a light bulb connected to long wires. Connect one side of the meter/lamp to the negative side of the battery. With the ignition on and the fuse out, connect the other end to one end of the fuse carrier if there is no reading or the light remains off leave the connection as it is. If the meter reads in the order of + or - 12v or the lamp lights, that is the live side of the fuse, remove and connect wire to the other connection. Finally switch off the ignition and move the wire connected at the battery negative to the positive terminal.

For (1) the light will be on/ meter will read 12 volts. Remove the wiring plug from each brake light cluster in turn (don't forget the hi-level light, if fitted). Watch for a change in meter/lamp condition. Manipulate the wiring loom an look for a change in meter/lamp condition. If answer to (3) above is yes, go to those areas and manipulate the loom and look for a change in the meter/lamp condition. Basically, when the light goes out you've got the fault area.

(2) If the fuse only blows when the brake pedal is pressed, connect the lamp as above. This time the lamp will only light/meter read when the pedal is pressed. So with another person or other means, ensure that the brake pedal remains pressed all the time or is pressed after each stage. Repeat the highlighted checks above.

Bit long winded I'm afraid but it works. Take it slow and be thorough.
