You can play any Playstation One game without the use of a memory card. However, you will not be able to save your game. This goes for playing PSOne games on both the Playstation, Playstation 2, or a PSOne Classic on a PSP. (Though chances are since PSOne Classics can only be purchased over Playstation Network that you already have a memory stick to save onto.) If playing a PSOne Classic on a Playstation 3, you can save straight to the console's hard disc.
it depends if its a memory card by sony it will work on any ps2 console but if its not by sony it wont work if your memory card is by sony it will say it on the front to sony memory cards is just data

No, both use proprietary memory sticks made by Sony. The PSP uses the Pro Duo memory stick, the Vita uses a PSVita Memory Card. This is not the same as a Micro SD card and it is not compatible with one.
